Using Googles’ Chinese to English translator it translates as

It looks like the Nigerians have been learning Chinese at the same school they learned English.
As the symbols are Kanji they are used in Chinese, Japanese and to a lesser extent in Korean, they can be translated into english using those three languages. The Chinese version seems to make the most sense though!
